Background information on the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers
What is the "Charter and the Code"?
The Commission Recommendation on the "European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers" (de - fr) of 11 March 2005 is a set of general principles and requirements which specifies the roles, responsibilities and entitlements of researchers as well as of employers and/or funders of researchers. This Recommendation therefore is composed of two parts:
- "The Charter": its aim is to ensure that the nature of the relationship between researchers and employers or funders is conducive to successful performance in generating, transferring, sharing and disseminating knowledge and technological development, and to the career development of researchers. The Charter also recognizes the value of all forms of mobility as a means for enhancing the professional development of researchers. In this sense, the Charter constitutes a framework for researchers, employers and funders, which invites them to act responsibly and as professionals within their working environment, and to recognise each other as such.
- The "Code of Conduct for the Recruitment of Researchers" consists of a set of general principles and requirements that should be followed by employers and/or funders when appointing or recruiting researchers. These principles and requirements should ensure observance of values such as transparency of the recruitment process and equal treatment of all applicants.
Institutions and employers adhering to the Code of Conduct, thus, openly demonstrate their commitment to act in a responsible and respectable way and to provide fair framework conditions to researchers, with a clear intention to contribute to the advancement of the European Research Area.
Practical implementation of the "Charter and Code", on a voluntary basis, is under the responsibility of employers and funding organisations, as well as researchers themselves.

Umsetzung von Charter & Code in der Schweiz
CRUS decided on the 16th of September 2005 (CRUS 05 438) to apply the Charter for Researchers' and the Code of Conduct for the Recruitment of Researchers as a valuable tool for the development of working and career conditions of researchers in Switzerland.
Aufgrund der Beschlüsse der Plenarversammlungen der CRUS vom Mai un Juli 2007 (CRUS 07 365 und CRUS 07 452) wurde ein Umsetzungsverfahren entwickelt, welches auf den Diskussionen der Label Working Group und der Expertengruppe "Researchers" bei der Europäischen Kommission basiert.
1. Swiss universities participate in a "label process" as defined as follows
(CRUS 07 365; 04.05.2007)
- Integration of Charter & Code in universities' institutional Quality assurance
- standards (process and monitoring)
- Internal Evaluation and Nomination of responsibles at each university
- Definition of individual universities’ Action lines
- Regular Monitoring of results
2. CRUS participate in a "national label process" as defined as follows (CRUS 07 452; 06.07.2007)
- CRUS BO coordinates and supports the national and institutional process
- Priority actionlines on national level (2008-2011) under government financing:
- Recruitment procedures / equal opportunities
- PhD-careers (Pro*DocSNF/CRUS)
- Publication and dissemination of results
3. Die Rektorinnen, Rektoren und Präsidenten der Universitäten haben am 3. Juli 2008 offiziell c&c-Supporter ernannt, welche die Drehscheibenfunktion zwischen dem nationalen euraxess-BO und den Universitäten wahr nehmen (CRUS 08 427, Liste mit Unterschriften).
Sie sind von der Universitätsleitung offiziell dazu legitimiert, die Verwendung von Instrumenten zur Standortbestimmung („Interne Analyse“ / Template Gap Analyse) zu koordinieren und zu fördern.
Sie tragen dazu bei, das HR-Profil ihrer Universität zu stärken, indem sie der Universitätsleitung systematisch mögliche Verbesserungen und Massnahmen mitteilen.
Sie kommunizieren die Massnahmen zur Stärkung des HR-Profils Ihrer Universität systematisch als „gute Beispiele“ dem euraxess Back Office und Problembereiche, welche auf nationaler Ebene angepackt werden müssen, direkt der jeweils genannten, zuständigen Stelle (z.B. euraxess-Büro, Bundesamt für Sozialversicherungen, BP Chancengleichheit).
CH-c&c-supporters'-net
Zur Erhebung des CH-c&c-supporters'-net hat das Back Office BO-c&c des Generalsekretariates eine Umfrage in den Universitäten durch geführt, wobei eine Kontaktperson jeder Universität (c&c-Supporters) gebeten wurde, aus den Bereichen
- Nachwuchsförderung, Mittelbauorganisationen
- Forschung
- Qualitätssicherung
- Gleichstellung
- HR
jeweils potentielle Netzwerk-KandidatInnen (c&c-Implementation Members) zu identifizieren.
